Puppacks Won't Work Correctly on Second Load

I recently noticed my LOTR puppack wasn't working as typical (the backglass videos/popups were not showing up). I downloaded the puppack again, copied it over the original folder and everything worked great. I then reloaded the table and the backglass videos are gone again. Does anyone have any ideas why a second load is causing the puppack popups to be removed?  What could possibly be changed in the puppack configuration from merely loading the table?
 
Any help would be appreciated.

What version of PUP and VP
 

I have had issues with latest PUP/VP where the PupPlayer for PUP Pack tables isnt closing and they remain active in the background. I've reverted to a backup where things are fine and progressing through testing again now

I ended up reinstalling B2S Server including the pupplayer plug-ins and everything works fine now. I did leave the 64-bit plugin directory empty for now as that may have been causing problems.
