You can choose to use P2P via the whole internet
You can choose to use P2P only within your private LAN PCs
And you can choose not to use P2P at all.
And you can also set data limits on it, if you are choosing to do P2P via the internet
The LAN P2P is great though, let 1 PC be the download mule and update 1st, then the others can leach at least a good part of the updates
from it, at least up to the point that they diverge in some aspect of hardware, or software related to the updates.
Cant pull amd hardware related updates off an intel mule, of office updates from a pc not running office obviously.
Unfortunately, it takes the "Only when your not using the internet" to an annoying level, as if you simply hint at a packet of data being created
it stops using the P2P, even the local LAN P2P, and wont resume it for some time.
And that goes for both the sender and the receiver, so if you want it to function very well, you sort of need to tell it to do updates
and then walk away and leave things alone until it finishes.

Also, no personal info is sent, generic info is, no different than how chrome does it.
It is used for targeted advertising and other things, kind of like how google suggests things to read in the google app on an android device.
You can opt out of it, your just going to get generic advertising then
Everything is advertising now days, it's how you get free software.
And it only pertains to web browsing related tasks
It doesnt sit there and watch what you are typing in notepad etc

As for Cortana, that is kind of the entire point.

She is no different than Siri or Google assistant or any similar app, and you dont have to use Cortana.
And if you are looking for a file on your PC, Cortana is not exactly the best tool for it anyways.
They tried to make it work for mobiles but it failed miserably.
I think failed is a matter of opinion

But there is not always a market for everything
And windows phones, be it 7, 8 or 10, just never achieved enough market share to spur a lot of further development.
It worked quite well on the Surface RT tablets, but not enough consumer demand nor 3rd party interest.

Here are the things I tried so far. Uninstalled VPX and reinstall, uninstall B2S and reinstall, uninstall Windows 10 updates, except KB4579311 it fails to uninstall with error. I have even uninstalled visual studio 2019. So far no joy.

The error you are getting seems to stem not from ActiveX being disabled
but from the object wanting to be initialized not being registered
I am not quite sure how to unregister b2s or pinmame, but i can unregister flexDMD
and if i unregister it, and then run a tablescript that wants to create a flexDMD object, it causes the exact same error you are getting
