This seems like it can be done I just don't know how.

I want to use my PS 4/5 controller as accelerometer for VPX using Universal Control Remapper?

Why should I have to buy a dedicated  accelerometer when the PS controllers have.

Any ideas or help would be awesome.

If Windows can recognize your controller and its built-in accelerometer, then it should work. Plug it in to check if you can see the device and its properties in Device Manager.

it sees the controller but not the accelerometer,

Heins the using of Universal Control Remapper.

I realize this is not the answer you want, but I think I would save the PS-4/5 controller (DS-4?) for Steam Big-Picture Mode (it's perfect for car-racing games). The accelerometer is typically used with very large movements.

For your cabinet, I think better to go ahead and spring for a KL25Z (and Pinscape it).

The Accelerometer on the KL25Z is designed to detect very fine movements. Also, the Pinscape software is specifically designed for this use. There are also the required settings (like auto-centering and ignoring movements while it "settles").
