Is this table meant to have chimes/sounds when hitting pop bumpers or slings?  The old FP version did. Or was that not really available in 1956 and had just mechanical sounds?

Nope - no bells/chimes. probably because operators would have gone nuts with the bell ringing with the 9 ball multiball.
