Sure I'm wrong, but isn't it "diner_l4" rather than "diner_14" ? (a "l" instead of a "1")

Are you sure you have the rom "diner_l4" in your "VPinMAME / roms" folder ?
If yes, perhaps it's corrupted, so you can try to remove it from your "roms" folder, and to download it again

But, I see that Diner isn't among the tables mentioned. And since I'm not able to test this right now - I don't really know if this is the procedure or if Williams System 11C is different.
If the sound from the rom is too high - you can press F12 and adjust the VPM volume from that dialog box. I've done it for a few older Sterns. Set them to -10 I think it was. But, I don't think I've ever had any reason to adjust this table. It might however be that you want to look into MJR' tool - PinVol, where you can change the output from any table differently as it loads. You're not specific to why you want to change the sound volume.
From now on. I won't help anyone here at VPF. Please ask Noah why that is.

When table is running, click on dmd with mouse and then click the Tilde key ` (The key to left of the 1 key)
This will bring up sound options that can be toggled with the arrow keys.
There are 4 volume settings.
When the menu first comes up, hit the down arrow and you will find a volume setting that you can increase with right arrow key, or decrease with left arrow key.
(As seen in pic.)
When done with that hit the down arrow to find 2nd sound setting.
Adjust to your liking.
There is also a 3rd sound setting if you press down arrow one more time.
When you are done adjusting just click the Tilde key again.

@Xenonph is often right, he might be this time too. But, as a added info. Take LOTR as an example. If you crank the rom volume too high, because of the emulation not being perfect it will start to distort on a relative low volume compared to others. It might very well be that my cab has more hardware than yours, so I'm able to do things you can't. But, in my case the solution to these problems is to never crank the rom volume on top for the rom. Instead I use the amps and then in a combination with pinvol I'm able to adjust it pretty even table by table - plus the VPM trick with those old Stern roms that is way too high for even PinVol.
