PROBLEM SOLVED:

 

So I created a Github issue and with the help of the community over there, a solution was found.

 

It all comes down to updating Visual C++ Redistributables for Visual Studios. This link was provided for the 2015 version: https://aka.ms/vs/17..._redist.x86.exe

 

Installing this solved the issue and now Serum is running.

I have no problem with Serum working, but now I can't get .pac files to work.  If I use Lucky1's files, neither .pac or Serum work!  Ack!

 

EDIT: Well I spoke too soon.  With Lucky1's newest .dll files, both .pac and Serum are working.  I think I simply had to close all .vpx files!

The older vni/vnl files will also work, if you have any of those.
