Yes it does appear that is only in VPX

 

As for why VP9 does not have it and did not get it
development on vp9 stopped a long time ago

BTW, The skeleton of the table is pretty ready

 

I'll just have to code the stuff and polish the visuals for last (_{and add moving targets too, why not?})
