Enable the bulb and then set  the halo height to slightly above your torch.

I'm trying to place a light above a torch 3d model, so that when the player hits a target the torch will light up.

 

However, there's no option to move the light upwards along the z-axis, and there's no option to align it to the surface of the torch 3d model (the primative obj doesn't appear in the surface dropdown).

 

Is there an easy way to place a light up above the table surface and align it to my primitive model?
