The animated spot target effect is created by using 2 modified drop targets. One is dropped then the other raised for a short time using a timer whenever the spot target is hit, then after the timer elapses, the opposite occurs raising the dropped spot target and dropping the raised spot target to create the animation.

Now to create our spot target, you really only need to do this once, after you've created one you can easily copy/paste/translate and/or rotate it to another position to create another target elsewhere on your table.

In the editor click the Target icon left side to create a target, right click the target dropwall and select the lock option. The lock option is just a precaution to prevent you from accidentally moving it from it's desired location. Now delete one of the rear points on the target, click on the point and the press delete. Next we need to move the remaining rear point to be 2 VP points behind the face of the target and centrally positioned. The best way to do this is to calculate the exact location then enter those values for X and Y under the Position heading right side of the editor after highlighting the point. These values are 30 + the X value of the lower left target point for X and -2 from the Y value for Y. Once done you should right click the centred target point and select smooth as most spot targets usually have a slight curve to them.
