Good news. I figured it out.  I went to the DOF Config tool and added Event codes for Fan, Gear, Shaker, etc like below and then generated a new Config File.  The file I needed is the updated directoutputconfig11.ini since it has the Event codes.  Now you can call the events from Game Manager like expected.  I might suggest they add this to official PinUP menu table config.
