I had the same problem on Windows 11.  I tried all of the usual suggestions.  I ended up downloading the Visual C++ Redistributables from the link posted by @wiesshund.  Specifically I installed the following.

 

vcredist2015_2017_2019_2022x86.exe

and

vcredist2015_2017_2019_2022x64.exe  

 

That solved all of the problems

I just did a clean install and can confirm the following process works.

 

1  Clean install of Windows 11

2 Install Baller Installer 2501

3 Run Baller Installer config

4 Install vcredis2015_2017_2019_2022x86

5 Install vcredis2015_2017_2019_2022x64
