for a very good art program (and it's free!) use Photobie. with this program you can make what are called 'layers' it's a little daunting at first but when you first open the editor there is a box on the right hand side that lets you add layers of different pics on top of each other, then you can 'merge' them all onto one layer, you can move around a picture from one layer and resize it to fit the plastics (clean forgot all about this; having been doing originals for these last few months) then 'merge it to the blueprint picture. then when you save the blueprint the 'plastics' have that picture in the right place, so when you go back into the vp editor and reload the blueprint TADA! there are your pics right where they should be! hope this helps ya' if you have any problems with photobie just ask, I have been using it for the last year and am getting quite proficient with it

Update Time!
As you can see, there have been some graphic updates to reflect the thought updates I have been coming up with
There is now the Emerald City, where the Yellowbrick Road (along with a lot of other roads!) ends up. The left and right ramp are TIN MAN ramps, used for the Tin Man's mode (whatever that is going to be, not quite sure). The far right ramp is now a pretty skyway that takes you toward the Emerald City. And before you ask, no, I do not have any idea at all how I am going to tie that ramp in with the gameplay yet

Change the far left ramp to a hole so it can drop in to the kickback area for ball locking.

Hi Mr Rdeejay! Your Fish Tales is getting beautiful!!!
But to the subject ... I did it you mention... I used the blueprint ... I exported the entire table image to a file .bmp. I opened this image in photoshop. I put the picture for apron on this picture "blueprint". Then here, I don't know what to do .... the image was to the background. I must be doing something wrong or simply forgetting something. Do you have a step by step how to do this? Or an custom example?

As faralos mentioned you should learn layers, now lets say you've loaded in your blueprint file now you want to create a new layer for say your apron adjust your apron image over the blueprint with layer 1 selected, you can do this with more layers if you want for other plastics etc or you can keep say all your lights off images on one layer and create a new layer for your lights on images(just as an example of layer usage) lights on layer is a copy of lights off layer except you adjust the images to simulate them being lit. Turn off any layers you don't need before saving eg: the blueprint layer.

Thank you Rdeejay! Thank you Faralos! I managed to insert pictures as Faralos said, using layers in photoshop. It was easy. Pure knowledge lacks of mine. But one step at a time.

I have started tinkering with an upper playfield. It fits pretty well above the bumpers, where not much is going on anyway. It can be accessed by the far right ramp, and the left ramp if it's not getting diverted into the yellowbrick road.
Should I continue with this, or just bag it?

It's a good idea if you like it, if you don't like it, then you should remove it....
Always make Original tables to your own preference.

upper levels are usually good unless they get too busy! as for the tin man lanes you can make a 'oil can' quest don't know just how yet it just occurred to me. that right ramp, didn't they have to travel thru a field of poppies or something to that effect to reach the emerald city? so if you make holes or gates in it (or make a few ramps equaling the one) you can have them 'fall asleep' (drop off the ramp) somehow (maybe with closing gates based on certain events done?)and not quite make it to the em. city. as for toto well make some of those redundant drop targets toto too with dog sounds just to please the demanding public 
you might want to shrink that flipper size up top too it looks so huge up there!

And here we go....
Upper playfield is being kept, although altered quite a bit as you can see in the screenshot. There is a target, a lane that leads to the yellow brick road, and a ramp that drops it back off at the upper flipper for loop shots, and can also feed to the far right ramp, which then falls into the plunger lane.
Faralos, I like the idea about the Oil Can, that will probably be implemented. I already have a pretty good idea of what to do with the right ramp. And the Scarecrow is a blonde I think, the pictures of him on the targets show him with his hat on.
In addition, in response to many requests, Toto is here!
Yes, he is that blob thing in the middle of the playfield. I'm going to require some help again to get him quite right. Any takers?

Thanks, wtiger! Looks a lot better now, although still kind of ... eh. But that's only becuase the source file kind of sucked to begin with. It'll do just fine though, people will get the idea it's supposed to be Toto.
My idea for Toto implementation is Toto's Trials. You bang on the Toto target enough times and it lowers to reveal a kicker. Shoot it in there to start one of five Toto's Trials. They're like mini-modes, essentially. Beat one of Toto's Trials and you get a letter in TOTO. Spell TOTO to complete Toto, and earn his light on the playfield advancing you toward the wizard mode.
Now what kind of modes could Toto's Trials entail? One will be Toto Multiball, a two ball multiball that is just a frenzy with barks for every switch hit. The others I'm not so sure on quite yet, but I'll figure it out.

well you could have different targets with their lights set up on timers, try to get all while they are lit to advance or something like that or have each one light up for a set amount of time you MUST hit it while it's lit to advance...

except for the eye-bleeding green it looks ok! you may want to tone down that neon green a bit. The emerald city so far as I remember, didn't glow under a black light! so there IS a tornado huh? and numerous quests, it looks so cool, I can't wait for it to be done so I can lose sleep playing it!
