Alright I just # the LINK_SR=116,ON,0 and all is working now. Not sure why that is a problem DOF config tool shows port 16 as the strobe. Also does not look like I can get the PATH_INI to work out right. I had to use your suggestion of deleting it and just putting the DOFLinx.INI in the DirectOutput folder with DOFLinx.exe.

Yes, but most importantly ..... its finding your PacLED64 !!!

The LINK_SR= is my bad from the port mapping I gave you previously, I forgot the ,255 on the end for intensity.  So comment it and add ,255 to the end

LINK_SR=116,ON,0,255

CHeck in your DOFLinx.ini file what you've got set on your PROCESSES= line.  The sample INI file has a couple of VP9 permutations listed for those who setup with flag files.  If you haven't setup flag files it may interfere with your operation.  Simply remove anything VP9 from the PROCESSES= line of the DOFLinx.ini

OK I found the problem. while I trying to get DOFLinx working I must have moved my VPinmame folder into a different folder but now it is loading tables fine which brings me to my new problem. None of the VP tables has any feedback.

Outhere I'm glad you mentioned plugin since I was having trouble with my vpinmame folder getting accidentally moved to another folder I decided to check my plugins folder only to find out that folder got moved somehow too. Everything seems to be working so far. Many thanks for the guidance DDH99 and Outhere.
