It is; there's nothing by the major manufacturers that appears to match it, and you'd think that center spinner would be distinctive. It looks like an early solid state game, since the inserts appear to indicate a maximum bonus of 29,000 x 5.

It's not a conversion kit of Blackout, and it's despite the five-bank, three-bank and four top lanes it's not a conversion of Flash either, since it doesn't have a kicker hole. Lord, this one is bugging me now.
